Who is Really Running AirCess?

Ronald De Smet the General Manager of Air Cess at that time, convinced Victor Bout to create a base in De Smet hometown, particularly Ostend Airport in Belgium. Bout agreed and paid massive amount of cash to Ronald De Smet to create the base under an holding company to be named TAN Group. (Trans Aviation Network Group).  The  total time Victor Bout spent in Belgium was less than three-month as his application for residency was denied. The millions of dollars spent on buying property, creating and funding the business, and etc. were all left to in Belgium to be liquidated at De Smet's discretion. The money never made it out of Belgium; nor Victor Bout can go back there to claim any of it. It is not hard to put one+one together; Bout stays away and the money is inherited fair and square.

  • How much Peleman knew about this?
    • he new all of it.
  • How much he reported about it?

    • Nothing at all, in fact he worked very hard to conceal every-bit of it
  • Why would he do that?

    • First, to conceal his relation to De Smet particularly after getting paid by him for helping AirCess to get United Nations contracts

    • Second, he needed someone to blame, and Victor Bout, the monster he created, seems to be the perfect candidate

    • Third, to help his body DeSmet to keep the money he embezzled from Victor Bout, by preventing Bout from coming back to Belgium to claim his money or sue DeSmet for embezzlement 

Meet Ronald De Smet, Peleman's friend and countryman, and the man who was in charge of Air Cess operations in Belgium and UAE. Johan Peleman did not mention De Smet name ever, when he talk about the alleged arms trafficking done by AirCess. Not even once! Why, because Peleman knew that is was easy to accuse the "Russian" Victor Bout, and fearing to expose his dealing with De Smet as that may open the door to questioning "Why Peleman helped AirCess to get UN Contracts?"   May be, just may-be he did not get bribe money from De Smet, he just wanted to help Victor Bout!!
