Nicholas Michel, Under-Secretary-General The Legal Counsel, United Nations Headquarters Room No. 3427A, New York, NY 10017 Facsimile: (212) 963-3386 / 2 pages
Dear Mr. Michel: The United Nations Security Council report S/2000/1225 in paragraphs 138, 139, 140 states that I was an employee/associate of Victor Bout for more than a decade while I was a soldier serving in the United states Army, and in public places half-world away. One year later, the UN own expanded investigation into the Bout matter in 2001 revealed the falsity of what was stated about me in 2000, evident by the finding of S/2001/1015 dated 26 October 2001. The UN investigative team found in 2001 that I was not connected to the Bout organization by any shape or form and my name was not included anywhere in the S/2001/1015, which elaborated in detail about the structure of Victor Bouts organization and employees. Paragraph-6 of the UN Security Council Report S/2000/1225 states, “The Mechanism agreed to use strict evidentiary standards in its investigations and to put allegations to those concerned to allow them to exercise their right to reply.” The UN panel on Angola is in violation of the UN security Council report, noted in paragraph-6 of the same report concerning the evidentiary standards because you have no supporting evidence, and I challenge you to show corroborating evidence to what you stated about me in the said report. The UN panel has further lied concerning putting allegations to those concerned and ask them to reply because I was not contacted nor approached by the UN or its, so-called, “investigative experts.” The UN attacked and destroyed the life of an innocent person, and is now KNOWINGLY continuing to do so by not retracting the errors it committed regarding this matters. I am asking you again to correct the mistake in S/2000/1225.
Signed
Richard A. Chichakli, e-mail: cpa@txcpa.net
